According to the Opinions, by 2015, energy-saving internal combustion engine products will account for 60% of the entire society's internal combustion engine products. Compared with 2010, the fuel consumption rate of internal combustion engines will be reduced by 6% to 10%; a number of engines for automobiles and construction machinery will be cultivated.
