The current research work on the major issues of the “12th Five-Year Plan” for energy planning has been fully started and public tenders have been invited to social research institutes. The initial draft is expected to be completed in September 2010.
The "12th Five-Year Energy Plan" will comprehensively formulate a five-year development plan for China's energy industry. The development targets of various industries will also be adjusted accordingly based on the current actual conditions, including the use of renewable energy sources and the clean use of traditional energy sources. Emerging energy is still the focus of the 12th Five-Year Plan. Among the seven issues in the open tender, the new energy project occupies four items, namely: the “12th Five-Year” emerging energy priority development area and its strategic tasks; the development of emerging energy development infrastructure and its supporting systems; and clean coal utilization The main direction of strategic positioning; China's smart grid development model and implementation of the program. The other three topics are to grasp the development of the national energy industry from a macro perspective, including the total energy supply and demand analysis and system optimization study of the “Twelfth Five-Year Plan”, the study of the main constraints of energy development, and the study of energy transportation corridor system construction.
It is reported that the preparatory work for the new national medium and long-term energy development plan is also under preparation. The "New Energy Development Plan" that has been highly regarded so far has now completed revision work within the National Energy Administration and is reported to the National Development and Reform Commission.
